Ellerman City Liners Welcomes Long-Term Chartered Vessels To Its Fleet
The new Import control system 2, which will impact all economic operators carrying good by sea, inland waterways, road and rail will commence soon. A completed Entry Summary Declaration (ENS) dataset will need to be submitted to ICS2 by the end of 2024.
The new system will allow customs authorities to protect against security risks before goods arrival. This is done by data collection and analysis. Data is transmitted via entry summary declarations (ENS).
The regulations will apply to all cargo that will be discharging, transshipping or transiting via the European Union member states, Northern Ireland, Norway or Switzerland as well as to cargo which will remain on board the vessel.
This will bring improved security at EU borders and the streamlining of processes.
So, what is new to the process?
- One of the key additions to prior process is the inclusion of house level data including buyer and seller details becoming mandatory.
- Multiple options for filing is also new.
- This guidance will allow you to understand how these changes will impact your booking and documentation process with Ellerman.
All new revised mandatory data sets must be provided to your local Ellerman export team via the guided documentation cut-off on your PDF booking confirmation footer. It is of paramount importance to provide accurate and timely information.
Without an accepted MRN then cargo cannot load to a vessel.
If you fail to provide any of the mandatory data we will remind you before issuing a draft bill of lading for review however providing all the mandatory data in the first instance will reduce the chance of any short shipment due to a lack of a MRN.
What data is mandatory to ensure compliance?
- 6-digits Harmonised System (HS) code for each commodity.
- EU Consignee full details including EORI.
- Actual shipper/consignee details for carrier straight bill or carrier house bill.
- Contact information for each manifest SH/CN/NO party is required.
- Notify if required must be full style address equally filled as SH/CN. The phrase “same as consignee” is no longer accepted.
- Buyer and Seller data is required for all cargo destined to the EU, both when a house B/L is issued as well as for straight B/Ls
- EORI and address of the supplementary declarant of House B/L (when multi filing used).
- CUS code for harmless and DG chemicals.
- Complete and accurate cargo description.
- House level data is also required for ROB cargo with a destination outside the EU (USX service) or EU goods if they were on board the vessel during a port call outside the EU (INEX service as an example for ES-NL cargo).
